Charged for water you never wanted

Piedmont water co. Has a policy to charge consumers for water even if it is turned off. I have to pay $34.00 a month $408 dollars a year if i have the water on and never use a drop. I can spend $35 dollars to turn the water off and only pay $20.00 a month or $275 a year on the so called seasonal plan. (still not using any water) The last optionis topay $250 dollars to have a meter removed that i never asked to have installed. How can piedmont water co. Take money from people for a service they don't want and then try to charge them to remove a meter that has been installed for 20 years? No help at all from their customer service. I was just told that this was there policy and would have to pay. This isin the Milledgville/Spart Ga. Area.
