Water bill

I have lived at the same adress for 16 years and my water bill has always been approx. 25-35 dollars a month, about a month ago I got a water bill for 800.00 dollars I have called the company and tried to resolve this matter with them but to no avail I have been without water for about a month and they refuse to turn it back on. I have asked them how they think that one person can use so much water in one month without having a swimming pool and they told me I must have a leak, well the water would have to be pouring out of my home to have used so much in one month. I even tried to make a payment arrangment even though I feel as though this is obviously a mistake in my bill but I need water and they refused.
