Manufacturer sends scrap and refuses to refund custome

We received an email from a manufacturer in China, stating they manufactured rubber conveyor belting. We decided to ask if they could manufacture a certain product of which we were having a problem sourcing.

They replied by saying yes they could manufacture the product and quoted us. We then quoted our customer and they placed the order with us, we inturn placed the order withQingdao Hanove Rubber Industries and paid the US$2900.00up front.

3 months later we recieved the parcel only to find it was not what we ordered, in fact it was absolute scrap and unsellable. I sent and email to Brandon and he replied that they would only refund us 50% of the US$2900.00 and not refund us for the freight costs we incuured (US$1600.00).

I have asked them why they do not just manufacture what was asked for and quoted on and paid for? But have had not received a reason only "management will only pay 50% refund"

We feel that we have been defrauded because they advertise that they are experts in the manufacturing of the product we inquired about, they quoted and accepted our money but sent us something no-one can sell or use.
