Not standing up to contract or delivering services as stated in writing, yet demanding payment in full before work was done

Contract was signed on 10/31/09 with 1/3 of total amount due on that day, for work to be done in 1/10; work was slated for taking up to 10 days or 2 weeks; next installment was due day work began; majority of work was done and owner demanded I pay final amount due, sounding as though he was threatening me. Employee has had to come back several times to correct faulty materials; when I contacted this employee/worker last week, now he stated he no longer works for this company, call the owner. (Mind you through all this, some of the stated or proposed work in the contract has not been done yet!) Owner is now "dragging his feet" on work, saying he didn't know the job was not done, cutting me off when I call him on the phone (abrupt and very unprofessional), pretending he's not available when I call (I told him I knew it was him, the owner, and he said "call back, he's in a meeting!"). I have also filed complaints with the Better Business Bureau, OH Attorney General's office, and the Federal Trade Commission. This type of service and treatment needs to be stopped!
