Ripoff billed for work he did not do. Said signed proposal was statement

Service call $75; Garbage disposal outlet just needed to be reset, charged $75; electrical outlet on deck he said did not have any power and needed to have new cable $175.

Later found out that he was not true. I called him and he told me he rewired the box and did the work he billed me for. He spent over an hour looking for reset buttons. I have the usual three; 2 in kitchen and 1 in master bathroom. The storage area houses the fuel box but he said the switch on the deck was not there and that there was not power attached to it.
