Jacked my money and never received exchange items

I bought my item in February. I received my dress, but it was too big. I notified the seller and we agreed to exchange for a size small. I sent the package back and confirmed that the seller did received it and she/he will send me my size small. Going on 3 months now, no response from seller, no updates, no dress. I have emailed numerous times, but no response.
