Uscoachbags@hotmail.com did not offer me a refund when sent the wrong product they just kept sending me a tracking number when I said I received the product. I told them I wented a refunt and they ignored me

I ordered a pair of shoes from this site for my girlfriend and when I got them they were really poor quality they were marked as a size 11 (US Womens) but they were only a size eight we put them next to a size eleven and they were very small compared to a real US size eleven. I emailed the user uscoachbags@hotmail.com and told him I wanted a refund the user emailed me back and told me I needed a tracking number. I told the user once again I had already recived the product and did not need a tracking number I asked the user for his address so I could send him the product back for a refund because his site said that they would offer a refund if the product was returned back (not worn) in 14 days. The user replyed back and told me this: "they will updating the new information soon, please kindly wait. Thank you". I waited and two days later they send me the tracking number again. Why would I need the tracking number when it did not show the address on the website. At this point I was furious and gave up. Also the user never emailed back at all. This site is a ripoff and knowone should buy anything from it beware!!!
