Walgreen Drugs - Pharmacy false advertising every week

Every week I receive circulars in the mail. The ads usually begin on Sunday morning. Even when I get there as the store opens, most items are not available. There are fours stores in my local area and the same is true of all of them. The managers tell me that someone bought all the merchandise, the warehouse didn't send any, it's a holiday item and they won't get any more in, etc. Rain checks are available but the products aren't so what good is a raincheck? Most of the time there isn't even shelf space or labels for the items. What can I do to stop these deceptive practices?
