Did not send items that were paid for!

Ordered two sweat pants and PAID for them. They charged my credit card the full amount but only sent me one of the sweat pants. I called and emailed about the mistake, they said that they would look into it. I waited for a few weeks and they did not reply, I contacted them a second time and asked for a refund if they could not deliver the item that I PAID for. Again, they did not follow through with resolving the issue. I finally told them that they needed to either refund my money or send me the item or I would take action. They did not reply.
