Magaazine subscription to help kids with their scholarships!

I am a student from another country, so I felt to helping those kids that came asking for help with their scholarships. Supposedly I needed to buy to them "magazine subscription" so they could use to be helped by their company in their scholarships. I kindly access to buy those subscription and they even gave me a cellphone personal number to call them for whatever i need. However, I realize the next day that they were kind of expensive, so I called them and that number never existed.
I started to read the receipt and it said that I was able to canceled with in the next three business days. I just needed to send the yellow receipt with the cancellation. So I decided to do it and that was like two months ago, I haven't received my money back yet.
I saw my bank statement and they have cashed the check already.
I really don't know how this works, but I think the police can do something. With the information of the check that the bank has, they can look at the date and time the check was cashed and with the camera we could recognize their face so the police can do something from that, right?
I would really like to do something about it because it is not fair for us to feel sorry for them and willing to help with their education. We must do something and give those kids a punishment with the police. I really don't care too much about the money and if i don't have it back is fine but they really need to be punished for using us.
