I paid but the package never came

I have lots of documentation if anybody wants it - basically i paid tim lanfair 565 dollars to make me some t shirts, he broke our contract by sending and expired instead of a current license (he never sent any pictures of work as specified in contract&because he never made the shirts), he never paid me back, even though he said he would in an email - and i got nothing, 565 dollars poorer and no t shirts - this guy is a crook.
