Paid for onky receiving a signal

Why we have to pay for receiving a signal from a satelite.
In Europe you have to install the dish on your balcony or garden or house and receiving the signal from Astra, setup the Dish receiver and that's it.

You do not have to pay no monthly fees it is for free.

I really want to know what dish network do for receiving this signal. I also could ajust the dish to receiving the Astra signal.

I guess Dish Network have employees only for writing the bill coz at at least they do nothging for you to receive that signal.

Everyone can receive the signal and it should be for free too like it is in Europe.
