Rip-off

I was called three weeks by Luca FInancial with this deal where if I gave them $249.00 they would in turn send me a credit card in the amount of $2500.00. I was promised it would be before christmas so I could use it for christmas shopping. Two months later I recieved a letter in the mail saying I would recieve the card in 21 days, and to be patient. That was over a month ago, and still no credit card, and I cant get a return phone call.
