They took $14.25 from my bank account and put it on hold. But did not let me purchase anything, Thats stealing!

I went to buy gas and a pack of cigs. They ran my card and said transaction cancled. But they went ahead and took the money from my account and put it on hold. That was all the money I had to my name untill I get paid.in my opinion that is stealing and they should fined or charged for theft under $20.00. Now I have to borrow money to make it through the week. To me that is degrating and shamefull. Can we do anything about it?
