Never gave me a refund as promised

I was charged 19.99 3 times by a company through pay pal who I only ordered two items for 19.99 from. I was supposed to get a refund for the third charge, but it never came.
I contacted pay pal twice about it, but still never got a refund. They are supposed to be a really good reliable reputable company, and with the BBB. But still the don't resolve or settle issues or disputes.
Be wary of this service for the above reasons.
