After everything cleared they won't let me close my account!

I am a victim of Paypal.com they ripped me off. First after my payment cleared they won't let me close it. I had another payment but it was canceled, but they still won't let me close the darn account. The other one was liveperson.com same thing there they won't let me close the account because of one the experts who decided to raise the price after the transaction. I wish Paypal knew what they were doing. It was cleared!
