I C systems Collection company for paypal ST Paul

I have been contacted by I. C sytems on numerous occassions, stating I owe $62.37 to paypal. I recieve this letter a few weeks ago. I wrote them stating not only are this charges false, but I nver had an account with paypal in the first place! I stated that paypal too money out of my bank account without me knowing and unauthorize as well. I never answer the phone. I just hope that they will stop calling me or I will have to figth this no choice. Is their anything I can do?
