Technician Window Missed and Manager Said Recording Call Not Allowed

Sears was to be here between 8am-12noon. Nobody called. I had to call and then the technician called saying we are next on the list. It's 4:30pm and no call. I spoke to a manager from Sears and told him I was going to record this conversation. He told me if I do that he can't talk to me! Hello they can record me but I can't them. This is not the first time with this service. Who can I contact to file a complaint? Because if I gave this kind of service I would be out of a job.
