Used Generator Sold as New and $827.50 Permit Overcharge

On March 10, at the Home Depot store in Palm Bay, Florida (#6336), I placed an order for a brand new 16KW home standby generator and settled the full $11,474.00 bill on the spot. The generator was installed on April 8 at my winter home in Palm Bay, Florida.

By April 15, I had worked out that the GENERAC Model 5255 unit (Serial # 4380592), supposedly new, was actually a used one. It had been sold, installed and put into service somewhere in southern Florida, then sent back to the factory and reconditioned. On April 26, I negotiated with Home Depot's District Services Manager and accepted $1000.00 as compensation for getting a used generator in place of the new one I paid for.

One question of mine remains unanswered: why was I charged $1,000.00 for electrical and gas permits from the City of Palm Bay, which actually cost only $172.50? That is an overcharge of $827.50.
