Billed for Non-Local Calls While Using Dial-Up

I am currently on AOL and I pay my monthly fee every month for the last 3 yrs and have always used a local access number but this last month i have gotten a used phone bill every time i logged on seems like AOL and AT&T seems to be passing the buck to one another what has happened when the phone line is busy and I can't connect it seems one of them is putting me through to a non local number for which I haven't been told they r doing my phone bill exceeds over 200 dollars for which i feel i should not have to pay cause this has never happened before so I want to dispute this on my bill and no one is willing to take it off, if u can help me please let me know thanks Donna
