Cracked windows, won't repai

Hired to clean my home's windows, screens and sills. They did an extremely poor job, and broke a window. They acknowledged both after the owner came to my house, and said they would redo the job and repair the window.

Instead of doing either, they refunded my money but refused to repair the broken window panes.
