Charged me for voicemail through my phone bill. I did not authorize it. It just appeared on my bill

I opened my phone bill, I noticed a larger charge than normal. I called the phone company. They said they couldn't do anything about it. That I had to contact OAN. I tried but no one answered. I called the AT&T again I talked to someone else. You know you never get the same person. He tried to help I asked to put a block on them. They said they couldn't. Where do you go from here? Do we need to go the legal way? This a scam it need to be told to the public.
