Frivolous title lien

After having paid off my auto loan in we secure a new auto loan with hibernia bank. When we decided to sell one of our cars we couldn't find the title. We were a victim of hurricane katrina so we had to go back to capitalone to get the title. We were told that there was a lien on our tiltle. When we asked what lein? No one could tell us, we alao asked if we had a lein how could we get a new loan, well that was not answered either. After calling 5 times and being told that we should get it within 3 days, its been 4 months and numberous calls, and we still don't have the title to our car. We are at witt's end, we need help.
