Comcast digital voice $15 charge added to my bill without authorization Southeastern Pennsylvania

Comcast added a $15 charge this month to my cable bill for "comcast digital voice". I never signed up for it and never authorized it. They are essentially hoping that consumers will not notice the charge and so they can rip off consumers en masse without providing ANY service at all, as I don't even have the equipment necessary to utilize any landline phone (I only use a cell phone).

This is an outragous act! And it is very embarassing that such a public and indispensible company should be engaged in such a practice in 21st century America. Upon my phone call to them complaining about this they promised to remove the charge and "apologized" but I did not accept their apology. It's not a "billing error"; it is a deliberate attempt to cheat thousands of customers out of 15 bucks per month every month, forever! Shame on you Comcast! I will now be looking to switch away from them altogether even though I admittedly am very happy with their Internet service.
