Did not follow up on my account with the Soiler and Sailor act charging my account with high intrest rate than canceling all of my account

I've had america express for 3yr now. After recieving my account, I've fax in my orders for the reduction of the intrest rate because I am in the military and by law, the intrest rate must be reduce by the "Soilder & Sailor Act" American express did not apply after faxing in my orders many of time. Finaly it was apply to only one account but not the rest of my account when stated on the request fax for all accounts. I've call and got the run around with customer service and manger telling me they dont have to because it's not a law of the "Soilder & Sailor Act" After being upset I've refuse to make payment to the account for 2billing period because of the intrest rate.

American Express cancel my account with out sending a wirtten letter that was send out on the same day the account was cancel. I've not recieve any phone call stating they will cancel the account. I've then call american express and spoke to a supervisor who then told me that they can do what ever they want when it come to the account. I've try explaining to him about the Soilder & Sailor Act and he said we cant help you all of the money for all account are dueupfront. I've ask him to send me something in written stating that your allow to canel the account after 2miss payment and not honoring my right according to the " Soiler & Sailoer Act" on all accounts. The suppervisor had refuse to send any thing in written and told me to have a nice day. This is with talkiing to the supervisor at witch I did not yell or anything at all. My next couse of actions is the BBB and going to court with America Express for violating my rights under the "Soilder & Sailor Act" causing hight intrest rate with high payments. This is a big disappointment with "merican Express, who refuses to help with all conversation being recorded nothing has not been done to correct the sistuation after many attemp of faxing, calling and writing letters.
