The interest on my credit card

I have been trying to get an answer from someone at American Express on my Optima Card with American Express. I have put this account and a nother acount on a payment plain which I pay once a month. I have not miss any payment on this plan but my interest rate keeps going higher and higher. American Exprence have gave me an interest rate of 9.99%. Before my interest rate was change it was15%. Now, know one at American Express would talk to me. They claim they have pass my call onto a supervisor. I stayed on the phone but know one came on. I just dont know what to do. I was going to go to the new on this.
