Deceptive practices, rude manager Jessica, lack of follow-up, overpriced!

I replied to a job advertised in the paper and NWemp said this job was available through them only but I had to pay to join and have access to this job. I asked her many times about this specific job and she assured me I would be able to access the information to apply. The fee was $180 and the lady that signed me up talked a mile a minute and cut me off when I tried to talk. I really wanted this job so I signed up but after going through their hoops, this job was not available. When I tried to ask about it all of a sudden no one knew how to get me that info. I left angry and called when I got home to talk with the manager, Jessica. She was short and rude saying I signed up for a service not a job which is not what the original lady told me! As part of the original agreement they offered resume help, someone to give advice... Which ended up being a copy of examples to look at (there are better ones free online!) Jessica, the manager/owner would not listen to my concerns, said she would not "play my games" when it is this company that plays games!!! All I want is my money back because they did not fulfill what they said they would!!!
