Unauthorized charges made by a minor

I recently obtained my bill with text charges of over $500. Apparently my 13 year old daughter was able to transfer her instant messages to her cell phone without authority from us, the owner of the account. Now granted, she should have not signed up for such a thing. No where did it state that we would be charged for this service. Apparently, this company does NOT charge for this service, but Verizon Wireless does. They charge for every message coming in and going out for instant message. We have unlimited instant messaging on all 4 of our phone lines.

Our account is password protected and therefore no one can obtain or delete or add anything to this account without our authorization. Yet, Verizon Wireless had no problem charging my phone $500 for unauthorized text messaging. With our account password protected I am not even allowed to look up what kind of phones are available to me with my upgrade over the internet.

It is so protected that I need to call to find this out, yet it is conveniently not protected enough to charge over $500 worth of texting to my phone without even a red flag coming up. This is craziness. I am disputing this charge and I have also filed with the FCC.

Now all of a sudden they can put blocks on the phones to prevent this, when in fact my daughter received her phone I asked Verizon to put blocks on, and I was told they were not able to do that. They said "just tell her not to do it". Isn't that great. Now all of a sudden they can put on blocks. They are a bunch of characters over there.
