Unauthorized premium text charges

Verizon has been billing me $9.99 a month for "Premium Text Messaging." I didn't authorize this service. Verizon is unable to stop the payments because they say it is from "another company."
Verizon gave me a text address and a phone # to cancel. Problem is, I would need to text from my kid's phone, which now has texting blocked as a result of this fiasco. The phone # goes through the motions of cancelling, but the charges keep coming.
This scam targets kid's phones under the pretext of getting a joke a day or fun ringtones for free. Kids get a message, and when they read it, your accouunt gets signed up for the service. I'm surprised that a company who sells themselves on the basis of their customer service is allowing its customers to be scammed and shafted like this.
