Ripoff, charging for a phoneline that never worked and not crediting back for another line cancelled within the trial period

I ordered vonage phone service at the end of May. My phoneline did not work until July. I had ordered one line and was waiting for the number to transfer. It never transferred and I tried to cancel several times, to no avail.
It wasnt until my 30 day trial period was over that I was able to successfully cancel the account. They then charged me 39.99 to cancel a phoneline that never worked. I never had dial tone was not able to receive calls etc. I had no choice but to cancel. I need a phone! I am willing to send the equiptment back as I received it. They have charged me for that also. I had repeatedly asked to get a return equiptment number, they would not provide one.
This company is not required to follow the Public Utility Commissions guidelines. Why? They are providing a Phone service. Why should they be able to get away with this?
This is a rip-off unfair and false advertising. Please help expose them, they are horrible with their customer service and they bully people into keeping them until they can say the Trial period is over. They bait the consumer then dont give you what is promised. It is wrong!
