Ripoff impossible to contact super slow refund process

I placed an order with Verizon Wireless for a phone and prepaid service on 7/14. They have a 15 day cancellation policy. I cancelled my order on 7/15/06 and requested that the charges which had already been processed, be refunded. On 7/17/06 I refused delivery of the phone via fedex. I sent at least six emails to various email addresses before getting a response. They have no telephone number listed on the website. The reply I got states that it will take 2-10 days to process my refund for the phone and activation fee, once they recieve my "return package". It goes on to state the charge for the Easy Pay card will be refunded by check, and will take two to six weeks for me to recieve it. Now, they billed my card immediately, the charge showed up within a few minutes on my account. I'm sure that they can verify with fedex (most likely right online) that the package was refused. And I paid for this Easy Pay card with my credit card. So how is it that they are unable to refund my payment in full, in a timely manner??!!
