Ripoff Fraudulent Practices

Vonage said they could transfer my 2 phone numbers and significantly reduce the cost of my telephone service.
I signed-up for 3 lines; 2 transfers & 1 new. They took $219.43 from my credit card. They sent me 2 routers to receive their lines. I waited for 2 weeks for them to transfer lines. Now, they sent me an e-mail saying they couldn't transfer lines.
I called, saying my sign-up required keeping my numbers.
After 4 people, and 30 minutes hold time, I got an Acct Mgr. He said "No Problem, since it's been less than 30 days, you'll receive all your money back, once the routers come back". He e-mailed the RMA to return the routers.
10 seconds after hanging up, I got e-mail saying they took another $112.42 for cancellation fees. At $41.19 per line, that's $123.42, less a $11.15 credit I had on account.
I called back, 3 people & 20 on-hold minutes later, the billing dept. Tells me that I will only receive $41.19 back when the equipment is received.
I consider this FRAUD. They've charged me $343.00, then can't provide the service they promised; and I'm supposed to lose $301.81???
