Century 21 Ripoff Overcharging and charging unnecessary repairs and maintenance

I am active duty military and due to this reason I have moved to Maryland. I have a home in Killeen, Texas which I had build two years ago and have maintained pretty well. I hired Texstar Properties which is owned by Kyle Wheately and his wife to rent out my home and act in my best interest. Before I had left the state of Texas I asked him and his staff if there was anything I should do before leaving the house. Mr. Wheatly had already been to the house and said the house was in good standing and he even took pictures of the house. This is my first time renting out a house therefore, I told Mr. Wheatly to inform me of anything I should know to ease the process of renting it out. Again, he said everything was in order. I left Texas May 29 and according to Mr.
Wheatly the tenants moved in the 1st of June.
I had cleaned the house inside and out, steam cleaned the carpet and all appliances in the house.

I also cut the grass on the 27th of May and ensured the house was ready to be moved into according to Mr. Wheatly's instructions. I left confident that all was well. One week after me being gone I get a call from one of his staff members claming that the tenants said the grass was calf high, there were torn blinds, and carpet needed steam cleaning and the house overall needed to be cleaned. I was furious because they also told me I had to have door stoppers on all doors, then, I was told I didn't have to but that it was advised to have them. I was also told that if I had blinds in one room of the house, I had to have blinds in all rooms. On top of that they told me there was a slab leak. I had it checked out by the contractor's plumbers who built the house and they called me back to let me know there was no water damage whatsoever anywhere in the house, that everything was dry.

We told Texstar Properties' staff we did not agree nor believe the grass had to be cut nor the house needed cleaning at all. We had cut the grass, steam cleaned the carpet in the entire house and cleaned it thoroughly two days before we left. They mentioned spot cleaning due to a few nails in the walls, so my husband send them an email authorizing only minimal and only specific repairs unless he was provided with an estimate to know weather we would be able to do repairs and if we would be able to afford them all at once. Since this has been going on, we have called Texstar and left messages for someone to call us back to update us and give us the estimates but no one ever called with the estimate. We have called and have been put on hold for up to 40mins to speak to someone regarding our account.

We have been told numerous times someone would call us back but they have failed to do so. At one time we even emailed staff members and they informed us via email that we would be notified of updates of our account but no one did. We have left messages on Mr. Wheatly's cell phone and he never calls us back.

Funny thing is, before we signed the contract to do business with him, he would answer the phone or call us back immediately. It seems that now that we can't get out the contract, he does not care. All he cares about is overcharging us for things we did not authorize. He also charged us twice for cleaning the house and lawn maintenance. None of this makes any sense. We were not even told that we had to pay to change locks on the house. The first time we heard it from them they said they would charge $80.00 and that it was a state law. When I finally got the statement of all charges two months latter, it shows a much bigger amount.

I can go on and on about what they have done unfairly. Not only do they not have professionalism, but I believe they are doing this deliberately. Frankly, I seriously doubt the receipts they provided me with are correct. I believe they made them up only for their convenience with the people they supposedly hired. Unfortunately, I checked them out on www.bbb.com and found out they are not in good standing with the Better Business Bureau due to overcharging people. Go figure. They are also listed on the Rip Off website as well as have bad reputation with the 13th COSCOM Command Financial Specialist at Fort Hood, Texas for overcharging soldiers unfairly or for unnecessary reasons. This business must be stopped from doing this to people who put their trust in them with such big possessions such as a home. I would think they would treat soldiers with more respect and consideration.
All I would like is to get refunded all the money they charged me and to be released from this contract without any bad standing on my record/credit without any penalties, fees, or any type of interest.

Please let me know what I can do to resolve this issue since I already tried with them and they either don't call back at all or say they will call back if I do get to speak to someone.
