Items ordered not received, billed before shipping RIPOFF

Items paid for but never received.
For a wedding on June 4:
Order placed on March 14 for $137.95 and received order confirmation.
Credit card charged on April 9 for $137.95
The site states to allow 4 to 5 days for shipping to occur.
Requested tracking number via email for order on March 29 no reply.

Requested status of order via email on April 26 - reply received that they would call us tomorrow.

Requested status of order via email on April 28 received reply that they would check and get back with us today.

Received partial shipment on May 4

Began calling customer service line daily May 5 to find out status of remaining items. Customer service line is never answered, voice mail box is always full (every time we tried).

Bought missing items (cake topper and unity candle) at local store on June 1 for wedding June 4.

Received partial shipment of 2 duplicate items on June 3. Never received Cake Topper or Unity Candle.

Asked for refund of missing items on June 8 no reply.

Asked for refund of missing items on June 11 received reply on June 16 asking me to wait 3 business days for an investigation to be conducted.

Asked for status of investigation on June 21 reply received on June 22 stating they were filing a claim with DHL for a missing package. They asked me to wait 30 days for claim to process through DHL and credit my card.

Filed dispute with my credit card company on June 23 for $67.95 (missing items cost) to be within the 90 day limit to dispute charges.
