Navicomm ripoff they charged a call from isreal to my local phone bill for 11.01

This company has charged an 11.01 phone call to Isreal on my local phone bill. I have never known anyone in Isreal. They have refused to take it off or pay for it. The customer rep told me to check the history. There is no history because this is an old fax number we no longer use.
