Handyman in peoria ripoff

This man operates in peoria, arizona. He came over and quoted $200 to wash the windows inside and out. Later in the day he took a vacuum cleaner that belonged to my mother and put it in his truck. I assumed he had permission to take it. I checked later that evening and he did not. I started looking around the yard and noticed many misc. Things missing. After the vacuum was taken he told me he had to leave immediately to pick up a check. I didn't think much about it until he asks if he can use my car to go pick up the check. I, of course said no.

After the discovery of the missing items as well as the vacuum he returned the next day (I suspect) and stole the bike out of my back yard. I was not home at the time this happened. He left a small amount of cleaning supplies in the backyard. I assume he did this to have reason to come back in the yard again.

I filed a police report 2 days later. I talked to him on the phone and advised. He told me he would bring everything back and it was a missunderstanding. I told him this would be ok to return the items but he was to not finish the work. He came the next day and returned some things on the front porch he then continued working. He entered my backyard by jumping over a locked fence then continued working. I never answered the door.

When he was done he called my phone and said he needed $400 and wanted to be paid. He said if he doesn't get paid right away that he can be a naughty bastard. He then began beating on my front door and windows. I called the police and I came out of the house upon arrival. He then told the police I owed him $575 dollars. I gave him a money order for $200 which he accepted. He said he would see me in court for the balance.

This man works in the Arrowhead mall area. His truck says he is licensed and insured. I pulled up the arizona registery on contractors and found no listing for richard luh the handyman. He also says on his truck he is recommmended by the HOA in the area. I contacted them but have not heard back as of yet.
