Ripoff papered persian cat

I bought a cat I was told was a papered persian. Its been more than 5 months, and the paperwork I was told would be mailed to me still hasn't arrived. But the thing that is alarming is that as the cat is growing up he looks less and less persian. (I've owned 5 in my life.) I believe that the cat is probably at least half persian but I paid for one that is pure breed. I, ve requested my paperwork 3 times to no avail. I think I've been ripped off. I hate to sound like a kitty snob but I wanted a persian and although I like the cat I'm pretty disappointed. I'm not sure what I can do. Any one who as advise please feel free to respond.
