Unauthorized debit card charges from unknown company

Scam, Fake

I just received my debit card on Friday 6/24. As soon as it was activated I noticed two charges:
24 Jun 06:18:45 Visa settle - Tzarmedia.com 13027224141 GB -$1.00
24 Jun 06:18:45 Visa settle - Tzarmedia.com 13027224141 GB -$2.95

I didn't think much of it but on 6/28 I noticed another charge
28 Jun 06:43:50 Visa settle - Tzarmedia.com 13027224141 GB -$30.85

I immediately called my financial institution to investigate. The rep advised to call the phone # listed in the description. I called (302) 272-4141. No one there could find my name, email address or the debit card number that's been charged several times; the call was escalated up the ladder to "Escalations". I was told I'd receive a refund for all the charges posted and that "my subscription" had been cancelled. I was baffled as I'd just received the debit card and had not used it; so my concern was how did they obtain the number to charge anything to it. But whatever... I've been keeping watch to see when my funds would be credited back to my account. Well, lo and behold, another fraudulent charge:
29 Jun 06:20:20 Visa settle - Tzarmedia.com 13027224141 GB -$29.95 $380.87

I don't know who this company is or what they sell. I am very livid! Who do they think they are? No honestly, I need to repeatedly report them!
