Failure to Communicate - Laminate Flooring partial relacement

Was charged for an estimate to repair flooring installed by Empire but have gotten nothing except a charge for $150.00 on my credit card for the "service". It's been 11 days and I've been promised at least a follow up phone call three times but with neither a phone call or an estimate so far. I feel that Empire has taken advantage of me and doesn't care.

We spent $12,000 on flooring with them and they can't be bothered to be paid to repair it?! We hired Empire, less than a year ago, because of a neighbor's recommendation and were very happy with the result. Now we need help to repair water damage (not their problem and we're willing to pay a fair price) but it took over a week even to get an estimator out and now, eleven days after that, I don't know what to do. I've left messages repeatedly and been promised repeatedly that "someone will return my call today".
