ISTA is just a apparently a "payment organization" for condo resources; mainly water and sewage. You will find plenty of items to protest about that organization, but I'll concentrate on payment payment dates.

Our payment time for May arrives about the 6th.

In March (last month) it had been due about the 12th.

In February (the prior month) it had been due about the 17th.
