Hi All, I live in Irvine, CA. Any city that outsources their utility bills to ISTA should be embarrassed. ISTA has the worst customer service and also charges $3.50 fee to pay online!!! They have a website from the 80's. They also charge late fee of $5 if you do not send your payment about 3 days after you receive your bill in the mail! But they definitely give good kickbacks to the Mayors who hire them!
