Refusal of Service

On February 28 I was awaken by bubbles in my toilette. When I walked into the bathroom to see what it was I noticed that my tub and toilette were filled with feces coming from an outside source. I immediately called the landlord but there was no emergency number to reach anyone. On monday morning March 2 I called the landlord and requested a plumber. The plumber showed up at about 4 pm with a lady who I assumed to be his wife. The first thing that I noticed was that there was no company name on the plumber's van. I wondered if he was licensed. He could not find the blockage from my house which I explained there wasn't any and that it was coming from an outside source. After a failed attempt with his roter rooter he began to use a tool similar to a hammer. After hammering he told me that the pipes were old and broken and that he would have to come back the next day to finish. The next day which was tuesday March 3 he did not show up. On wednesday morning March 4 he arrived and stated that the problem was too heavy for him and that he was going to need his boss to come and help him. His boss showed up and replaced the part and was gone in 15 minutes of his arrival. I thought to myself that the problem must have been more simple than the plumber thought. I immediately went into my bathroom to clean and sterilize the tub and toiltte and noticed that the water was not going out of my tub. I called the landlord back and recieved no answere. I went out of town over ther weekend and returned on sunday. Monday morning March 9 I called the landlord and reported the fact that the problem still exists after 10 days of dealing with it. No plumber arrived. Today is March 11 and still no plumber has arrived. I called yesterday and inquired about the plumber and I was met with a nasty sarcastic attitude by the file clerk Nick. She stated that she did not know that the plumber was not coming and that he told her that he would. I asked for a manager but she stated that the manager was out. Every time I call and request a manager whose name is Heather McDuff I get the run arounds as to where she is and why she can't come to the phone. I leave messages for her to call but to no avail. I'm wondering if the file clerk even gives her the messages. The file clerk told me that she was saving money to move into the house that I now live in right before I began to rent it. I'm starting to feel that she is doing these things out of spite. I asked her to call me if the plumber couldn't make it and she agreed but did not call. This is obviously a health issue and needs to be dealt with immediately. I am requesting help on the subject matter by your team of experts.
