Four months waiting for a window to be replace

I let the landlord know about the window in my bedroom is not sealing (you can feel the air through the edges) over 4 months ago. Well a month ago (3 months later) I called to find out and they were trying to get the window to be authorize (haha) is 20 degrees outside and I do not have the window, since I been force to use an electric heater for the last two months I did not send the whole rent (-40.00) because that is I had spend on my electric bill, I have call them for the last 3 days and no one call me back or give an answer but I did receive a note to pay the 40.00 on my next check (haha no happening). By the way they do not turn the heat in the building but a couple of time a day. We are in Chicago, so we all are freezing.
