Lied to me! - Water is Not Included

Before I signed rental I had been informed the water was contained in the lease. After signing nevertheless, I had been informed that "included" means whenever you spend your rent you include the water towards the whole which makes it "included" inside your lease. To include insult to damage, then I discover the water is billed centered on square footage, not my yards and sometimes even by residents. This past year in prior condo my water averraged $10.27 per month and today I am being billed $30.00 monthly! After I then found out exactly what the cost could be, I requested the condo supervisor about that and was informed that it had been "also poor since I currently closed the agreement".
