Post Office failure to provide service paid fo

I was expecting an article that was sent Express overnight delivery from Florida. This was supposed to arrive yesterday. I was home, I was awake and I never received the package.
Since the sender paid for this "Express" service I think they should stand behind it to start with but they never do.

When we went to get our mail from the mailbox last evening there was a ticket claiming they attempted to deliver the item. There was no attempt made.
When I called and told them that I was home and that I can show records of emails that I wrote and sent out at the time they claim they made the attempt and would like to know about a refund of the fee for Express delivery. I was told they don't guarantee anything and that since they left a ticket it means there was an attempt.

All it means is the mailman didn't want to walk down a flight of stairs to get to my apartment.
Since I have to wait again today I called to make sure it is going to be delivered and was put on hold because they couldn't even locate a record of this item at first.

This post office has been doing this for years. My personal opinion is that they fill out the tickets and deliver them instead of carrying the packages they are supposed to deliver.

Between this occurance and past occurances I am advises everyone I know to use UPS or FED Ex if they want there stuff delivered when it is supposed to be delivered.
