Delinquent PNO Registration

Non-op invalidated and fees required right now as delinquent. Have not driven other than to remove the camper for which it was on the street only a short time. Also took to tire shop had the tires removed due to vandalism. Hard to believe the state would be this harsh. I can see a fine perhaps but his seems over the top for me. I have no work and no way of paying the fees let alone the insurance and smog which it likely would not pass anyway. My understanding is there is an automated computerized plate reader on CHP cruisers that cross references for this purpose. This pick up has sat unused since non op in '07 and has become a liability to me because as soon as I moved it to the coast it started rusting Now not only have I lost the investment I am stuck with these fees no matter what I do?

Funny how government accounting goes only one way and in a Gestapo like way. Wish I could get a bail out or just extend my personal debt limit. It appears I cannot even sell the vehicle yet there is no money to pay the fees. What are my options under the law? Do I even have the right to non op the vehicle now? I will not (have not) be (been) driving it. Is there an DMV arbitration I can appeal to? Anything? Why I am automatically proven guilty?
