Vehicle Registration Renewal

The notice I received was postmarked 07/08 and the renewal was already deemed late on that date. Starting 7/8 the late fees applied. However, the news reported that there was a 30 day grace period. I am trying to submit my payment online and I am seeing that was was not a grace period.
