Registration Renewal

I received a renewal notification that said "to renew, just provide renewal fees", which I did. They cashed my check and sent a letter telling me that I also have to send in a proof of insurance. They also tell me that even though I sent the money, and they didn't say anything about the proof of insurance in the renewal notice, my vehicle is still subject to citation or impoundment. OK, let's say I send in my proof of insurance. What's to stop the DMV from telling me I need to send in something else? My complaint is, if they want something for renewal, they should say so. Of course, at the same time, their website is down and of course, there's no one to talk to on the 800 number but a computer.
