Claremore, Ok $250.00 Deposit to hold apartment, app refused... Won't give back the deposit!

My Spouse and that I requested a software for an apartment in Claremore, okay the city representative informed us we're able to provide her $250.00 to put on the condo, that will be also the deposit. Which might maintain it before software was prepared which may be 7-10 days. I approached the representative and discovered our software was declined. After I requested for that deposit back, she declined to provide it back.
