Deposit rip off

I applied for an apartment at the above mentioned Apartment complex and was told that I needed a $250 deposit that half was not refundable and half was upon moving in. I was told that I could get an apartment but it would require and an additional $600 deposit I said no thanks. When I asked for my deposit back (please note I never moved in) I was told that I could not have it back.

Why could I not have the money back if I never moved in? Its our policy. We will see about that.
